Stetson Hills deserves steady, reasonable, homeowner-focused leadership that follows the law and our governing documents, respects homeowners, and makes common-sense decisions. We’ve heard the same message from neighbors again and again: we want a real voice, fair processes, clear and reasonable standards, consistent enforcement, responsible spending, and better communications.
Further down this webpage, a slate of willing, capable homeowners prepared to serve on the HOA Board and on HOA committees, to help restore transparency, consistency, and a more neighbor-focused approach. These are not “career HOA people.” They’re your neighbors, listeners, problem-solvers, and doers, ready to bring clarity and accountability to how our community is run.

HOA Board and committee candidates are listed below in alphabetical order. Candidate email addresses are included so homeowners can ask questions directly and learn more about each candidate. Bios of each candidate have been forwarded to the HOA Board for consideration.
This slate is intended for two purposes. First, future elections, so homeowners can see who is willing and ready to serve. Second, vacancies that occur between elections, so appointments reflect a broad, homeowner driven bench of qualified candidates.

My name is Rob Biscoe, and I am interested in serving in a Stetson Hills HOA Board or committee position. My wife, Tara, and I have lived in Stetson Hills for more than 23 years. We raised our family here and care deeply about keeping our neighborhood a great place to live. We are especially proud that our youngest daughter purchased a home in Stetson Hills, continuing our family’s connection to this community.
I retired after nearly 40 years in the fire service, including 25 years as Fire Chief. Throughout my career I built a strong foundation in leadership, public service, budgeting and financial oversight, meeting facilitation, problem solving, and collaboration. These are the same skills an HOA Board needs to run effectively and earn homeowner trust.
If elected, I will prioritize clear and open communication between the Board, committees, management, and homeowners. I will advocate for transparent and responsible spending, with a focus on keeping HOA costs as low as practical. I will push for fair, consistent, common sense decision making and rules that protect property values without unnecessary friction. I will promote responsiveness and accountability, with processes that work and follow the rules. I will also work to get more homeowners involved in their HOA by making it easier to participate, volunteer, serve on committees, share input early, and feel heard before decisions are made.

Hello neighbors! My name is Melissa Bowman and my family have been residents in Stetson Hills since purchasing our home eight years ago. We selected Stetson Hills because of the family friendly parks and close proximity to highly rated schools.
Having more than 20 years of professional experience in commercial management and community owner association operations, I bring valuable skills and core competencies to effectively navigate the complexities of community management. My experience includes service scope development, vendor contract negotiations, multimillion-dollar budget forecasting and operational performance evaluations.
I am personally committed to furthering the wellbeing of Stetson Hills and remain deeply invested in maintaining the value, safety, and unique character of our community for my family and yours.

Hello, my name is Michelle Burgess. My husband, Brandon, and I have lived in Stetson Hills for the past two and a half years. I am a retired registered nurse with a career focused on critical care and emergency medicine.
I previously served on an HOA board in Gilbert for approximately seven years, including time on the Architectural Review Committee. That experience showed me what strong, functional HOA leadership looks like: a board committed to protecting property values while working collaboratively with residents. Homeowners were heard, concerns were addressed respectfully, and solutions were pursued in a way that benefited both the community and individual neighbors.
Here in Stetson Hills, I served on the HOA Board and the ARC but resigned last October due to ethical concerns regarding certain Board members' conduct. Having served for many years in a well-functioning HOA, I’ve seen firsthand how effective governance, clear standards, and respectful homeowner engagement can work in practice, and I would welcome the opportunity to bring that experience to Stetson Hills. With expected changes in Stetson Hills HOA Board leadership and composition, I am excited to re-engage and continue serving our community.

My name is Thomas McDaniel, and my wife and I purchased a home in Stetson Hills last year. While we are new homeowners, my wife grew up here and has resided in Stetson Hills for over 20 years. With deep roots in this community and as a native Phoenician, I value the beauty and neighborhood charm that makes this area special.
After attending HOA meetings, I recognized opportunities for improvement and the need for proactive, transparent leadership. Professionally, I bring over four years of experience managing local city facilities, including budgeting, programming, and scheduling. I also work in a skilled trade where safety, preventative maintenance, and attention to detail are essential.
I currently volunteer as a Block Watch Captain, working to strengthen communication and neighborhood safety. I am particularly interested in exploring constructive solutions to address concerns surrounding illegal e-bike activity.
As a younger member of the neighborhood, I hope to bring fresh perspective and thoughtful decision-making to the board.

I take pride in being efficient, transparent, inclusive, and responsible – because I believe these values make a difference.
If I’m elected to a position with the HOA, my main focus will be to keep our community vibrant and welcoming, while making sure every neighbor’s voice is heard.
